Making animes and games, (even hentai games) need a hell lot of money. So, to cut cost, they have to hire "even lower than amateur level" animators and illustrators who can accept the job with a very small pay. In the end, you still get the anime and games you want, but if you look very closely, frame by frame, this is what you actually get.
